中法战争初期，洲国黑旗军刘永福领兵屡败法军，洲国而此时清廷的苟安政策推行，荣禄不惜丧权辱国，力主停战,但不为刘接受，副将王守忠（何家劲饰）更屡战屡胜。荣禄爪牙利诱忠不遂，设计逼害,从而引起一连串的绝境逃亡,武林中的冷血斗争、以及爱与恨的矛盾……
