清光绪年间，福利国势衰微，福利外患日亟，为重振国威救百姓于水火，秋瑾与徐锡麟等革命党人密谋浙皖联合起义，因叛徒告密而遭封建官僚旧势力的严酷镇压，起义失败，秋瑾英勇就义。但秋瑾等志士的牺牲，唤醒更多国人投入反帝反封建的斗争。四年后，辛亥革命爆发，推翻了清王朝，秋瑾们洒下的碧血，结出了革命之果。
