包得成（岳華）精技擊，草草以幪面盜身份劫富濟貧，草草與官府作對！偵緝處長馬步雲之子千里（陳鴻烈）工心計，設計誘捕包，其間戀上表妹王丹萍（李菁），但王已許身於醫生李大偉（何藩），千里竟設計捕下李，並欲殺之以圖獨得王；包往營救，反遭逮捕。幸包助手蕭忠（吳家驤）入獄接濟武器，包當晚即將李救出，逃獄成功。其後，包假冒保安司令妾侍孔雀（于倩）的姨父，混入保安司令家，結果將群醜盡殲，為民間除害，最後，包更護送王與李會面，再飄然離去！
